Man charged in plot to poison MoBay Comm College VP

A bus driver employed to the Montego Bay Community College is facing criminal charges after being accused of hatching a scheme to poison the vice-principal of the Bogue-based institution in the Second City.

When Norval Bulgin appeared in the St James Parish Court yesterday to answer a charge of soliciting to murder, he was given a committal hearing date for July 5 in the St James Parish Court to determine if the case should be transferred to the parish’s circuit court.

The bail offer, which Bulgin had taken up following a previous court appearance, was extended by presiding Parish Judge Sandria Wong-Small.

Yesterday, the prosecution told Wong-Small that its case file was ready for the committal hearing and agreed to serve documents to Bulgin’s defence attorney, Oswest Senior-Smith, by June 24.

Bulgin was arrested and charged after it is alleged that he offered to pay a student at the Montego Bay Community College to give a poisoned cake to the school’s vice-principal, Carol Walters.

Instead of accepting the offer, the student reported the matter to the school’s administration and the police were contacted.

Following investigations, Bulgin was arrested and charged with soliciting to murder.

Based on reports, Bulgin was reportedly angry with Walters, whom he felt was trying to get him fired from his job at the school as a bus driver. It is unclear what led him to believe this.

If convicted, he could face a sentence of five years to life.
