Ridiculous installation charge from NWC

THE EDITOR, Sir:
Last month, I applied for water at a new house. A National Water Commission crew came and dug up the road and ran a pipe from one side of the street to the other - fewer than 20 feet. They installed a meter outside the premises and left.
As they had left the road in the usual dug-up condition, I bought some bags of Pro-Patch and fixed it. One month later, I got a bill - installation $64,000.
The house is on the main road, with my wall where they installed the meter fewer than three feet from the road. It's an urban area with houses with water supply all around. Why am I paying $64,000 for installation?
I attended the office and enquired. The rep took out my file and asked if I wanted to see the breakdown of the charge. I asked her if she wanted to add insult to my injury. I showed her a photo of the house and how close I was to the road. She agreed that the $64,000 bill looked high and promised to have her manager call me.
To date, no manager has called, nor have I paid the bill. As I have not yet moved in, it looks like I may end up having my water disconnected before I have even use a drop.
