Syrian cartel in Falmouth?

THE EDITOR, Sir:

I was in Jamaica last week on the Jamrock Reggae Cruise that docked in Ocho Rios and Falmouth. My wife and I wanted to purchase T-shirts from local vendors at the Falmouth terminal. Every single vendor we approached explained that they were not allowed to sell T-shirts. Only the 'Syrians' in the shops were allowed to do so, we were told.

We did not venture into the shops to see what these so-called Syrians looked like, so I cannot declare what race/ ethnicity they were. Eventually, we found one vendor selling T-shirts and I asked him several times if he was working for the 'Syrians'. He finally told me that if he was selling for them, his stall would have been fully stocked. We purchased the shirts from him.

What is the justification for this rule at the Falmouth terminal?
