Teddy Lee Gray on murder rates

According to the crime statistics, we have approximately 13,379 Jamaicans murdered in the 2000s and approximately 12,662 Jamaicans murdered in the 2010s decades. So for the past 20 years, approximately 26,041 Jamaicans were murdered. We ain’t in a civil war or a military war, yet still our homicide rate is on par or above war zone areas in the world. So my question is: can social intervention or soft policing work in a country with war zone-like homicide figures?
