Brazil recently replaced some soldiers with 100 engineers to increase the size of its engineering corps to 250.
The engineers are planning a new hydroelectric dam on the Artibonite River, the longest in Haiti.
When constructed, the dam could provide up to 40 megawatts of electricity to residents.
