Colin Bullock is dead; hailed as dedicated public servant

Former director general of the Planning Institute of Jamaica Dr Wesley Hughes has described the late Colin Bullock as a public servant who dedicated his life to service and the development of his country.

Bullock died yesterday at the University Hospital of the West Indies after ailing for some time.

Hughes said he knew Bullock for more than 40 years, noting that he was a teacher, co-worker, and colleague.

"He was a kind, gentle soul, a very decent human being, but beyond that, a very dedicated public servant who dedicated his life from a generation who just sees public service as being vital."

Fitz Jackson, who worked with Bullock when he was state minister for finance, hailed the late public servant as a technocrat who took his work seriously.

He said Bullock was "very dignified, jovial, and pleasant; a true patriot who believed in his country.

"He was one who believed that the technical competence of Jamaicans must be used towards Jamaica's development and advancement. He saw himself as having a duty and an obligation in that regard."

Bullock succeeded Shirley Tyndale as financial secretary in 2005.

Before he took up that post, he worked as deputy governor at the Bank of Jamaica for years.

He also held the post of director general of the Planning Institute of Jamaica.
