Automated system to speed up legislation drafting process

With more than 100 proposed laws in the pipeline, the introduction of the Legislation Production Management System (LPMS) should lessen the time it takes to complete a piece of legislation, according to Minister of Justice Delroy Chuck.

Chuck made the statement on Thursday while at a training workshop for the LPMS, held at the Ministry of Justice headquarters in St Andrew.

The LPMS is a comprehensive, modern, computerised tool that has the capability to manage the life cycle of legislative documents, from drafting to publishing.

"The training and demonstration workshop that you are embarking on is to ensure that this process, legislative drafting, really can be dealt with expeditiously as all laws touch and positively impact the lives of all Jamaicans.

"Now the Government of Jamaica has made justice-sector reform a national priority. A significant output of that reform is creation of effective governance that will lead to a secure, cohesive and just society, which is of course a part of the Vision 2030," Chuck said.

The LPMS, which is an automated system, will link ministries, departments and agencies involved in the preparation of legislation, giving them the option to view the status of the document. This eliminates the process of sending printed copies of the proposed legislation to the various entities involved.

The file management of the software is already being used to streamline the records at the legal offices of the Parliamentary Council and the Legal Reform Department to improve research and records management practices.
