Afghan aid not delivered

Aid organisation, Oxfam said approximately five billion pounds worth of aid promised to Afghanistan has not been delivered.
The charity claims two thirds of aid to the country is not spent through the government, and that 40 percent goes back to donor countries in consultancy fees and ex-patriot pay.
Oxfam said the prospects for peace in Afghanistan are being undermined because what has been donated is not being used effectively.
The disclosures are findings from a report completed by Oxfam on behalf of 94 aid agencies in Afghanistan.
It shows a difference between what has been promised and what has been delivered.
