Man killed in Denham Town under ZOSO

Despite a heavy police-military presence in Denham Town, west Kingston, where a zone of special operations is currently in force, assailants managed to kill 26-year-old Adam Clarke, otherwise called 'Bigga', shooting him off the back of a motorcycle on Monday night.
Clarke was of a Water Lane, Kingston 14, address.
The report from head of the police's Corporate Communications Unit, Dahlia Garrick, stated that around 9:20 p.m, explosions were heard on Bread Lane in the community. The police were summoned and, upon arrival, Clarke was seen with gunshot wounds. He was taken to hospital where he was pronounced dead.
"It was also said he was travelling on a motorcycle when it happened," Garrick explained yesterday.
Following the shooting, a curfew was imposed in the area. Garrick explained that despite the presence of the police and the military in the community, carrying duties under ZOSO, a curfew was necessary nonetheless.
"The curfew is an additional tool for the enhanced security. It allows you to have certain levels of restriction to citizen movement within an established boundary. While having boundaries, ZOSO doesn't give that restriction to movement," she said.
"Sometimes, in order to facilitate operational objectives, you need to further enhance those boundaries with some level of restriction. Under ZOSO, you would have the checkpoints, but other than that you are free to move around. With the curfew, now you can say to persons that they have to remain within their premises and will need permission to get beyond certain points."
Garrick pointed out that a stipulation is made in the Zone of Special Operations Act that a curfew can be imposed within a ZOSO.
The act states that, "The joint command may establish a cordon around or within the zone; impose a curfew between such hours as may be specified, requiring persons to remain within premises during specified hours unless otherwise authorised in writing, by the member of the joint force who is in charge of enforcing the curfew."
