JPS passing on the cost?

THE EDITOR, Madam:
It seems odd that every time there is an event causing power disruptions, resulting in the Jamaica Public Service (JPS) spending above normal for maintenance and repairs, the customer’s bill gets higher.
One would think that they would have had insurance coverage. But strange things do happen with utilities, especially when they (providers) can pass on some costs.
