Gov't needs to be proactive in post Cotonou talks - Hanna

Opposition Spokesperson on Foreign Affairs and Foreign Trade Lisa Hanna has welcomed the European Council's authorisation to open negotiations for a post-Cotonou Partnership Agreement.
The European Commission received the go-ahead last week from the European Council, after months of preliminary talks between the related parties.
The Cotonou Agreement, signed in 2000, which provides a comprehensive framework of cooperation between African, Caribbean and Pacific countries and Europe, is set to expire in 2020.
In a statement, Hanna said she was concern about the apparent inaction of the process and the absence of adequate engagement by the ACP.
She said that the Cotonou Agreement is one of Jamaica's most important multilateral trade arrangements and should not be taken for granted.
"It’s likely that Britain and the rest of the EU will be distracted by BREXIT negotiations and implementation. In this environment, it could become increasingly difficult for the ACP to be heard, especially if discussions and consultations are not ramped up immediately," Hanna said.
She added, "Jamaica’s future depends on our ability to participate in modern trade agreements and now more than ever, in order to grow our economy, Jamaica will need to develop a strategic Export Policy, access new favourable trading arrangements, with continuance and improvements in the existing agreements, while acknowledging the need for trade facilitation strategies and aid for trade".
Hanna urged the Government to be more proactive and broad in its consultation with civil society, the private sector, and trade unions during the negotiations in its attempt to reclaim the leadership role for which Jamaica is known and respected in the multilateral landscape.
She said the Opposition extends its support to the Government as it seeks the lead this new round of negotiations.
