Spectrum band sold to LIME

Described as the Rolls Royce of Spectrum, parts of the Frequency Band 1710-2200 MHz have been allocated to Cable and Wireless Jamaica Limited (LIME) to facilitate the roll out of its mobile high-speed broadband network based on long-term evolution (LTE) and HPSA technology.

The band is referred to as the advanced wireless services (AWS) and is for international mobile telecommunications (IMT) services.

According to Technology Minister Phillip Paulwell, the State is to collect US$23.1 million or J$2.6 billion from the sale of the licence.

Paulwell said US$11.5 million or J$1.3 billion is to be paid over in 2015.

"Global trends show the growth in market demand for IMT-advanced (4G) services. This trend and the response of manufacturers to develop standards which can provide the services have contributed to the recommendation to exclusively designate the band to accommodate mobile services," said Paulwell.

He added that a scan of the telecommunications market in Jamaica shows that, following the successful uptake of voice services, there is a growing demand for the provision of broadband services, including video and data.

"To meet this demand, service providers require spectrum sufficient for the provision of islandwide services. The technical characteristics of the AWS band make it an attractive option for interested players."

The sale has already received the approval of the Cabinet.
